Richmond Citizens for District Elections (RCDE) is proposing an initiative to amend our City Charter.
Six council members will be elected by geographic district rather than by all the voters of the City.
Each council member will be required to live within the district they are seeking to represent. As is currently the case, the voters will elect the mayor at large.
